Summary:

In 2019 RPS was commissioned by Arabian Gulf Oil Company of Eastern Libya (AGOCO) to undertake a full non-technical survey assessment and UXO remediation for Area 57 in preparation of a 3D land seismic campaign over the 1500km2 block. RPS implemented a cost effective wide area UXO non-technical survey to allow land release of areas unaffected by conflict, and identification of hazard areas to execute targeted UXO mitigation using locally available indigenous resources.

The block is located approximately 120 km East of Benghazi, just South of Tobruk. This area during World War II formed part of the supply line for the Axis Forces’ advance into Egypt and later when the Allied forces pushed Rommel’s Africa Corps back into Libya.

RPS designed a scope of work that was heavily dependent on local capacity building, as the client had identified great importance to give as much benefit to the local community as possible as one of the project deliverables. RPS alongside our long standing local agent 1st Engineering to identify suitable organisations in country that would be able to support the client’s local content requirements. The RPS team of International specialists and equipment deployed early 2020 to Benghazi and then onto the project area. Our local supplier (a tribal chieftain of the area) provided local man power, life support and facilities to enable the operation.

The project was successfully completed within the allotted 100 days and the team, despite COVID restrictions, demobilised from Benghazi May 2020 on successful execution and delivery of the project scope.

About the presenter:

David Denman – Global Technical Director Explosive Remnants of War and UXO services, RPS.

David is a former UK Ministry of Defense EOD (bomb disposal) specialist who has been operating in the sector for more than 30 years. Since joining RPS some 18 years ago, he has been the principal architect in building the team to become one of the principal specialist UXO advisory and management consultancies in the world. The team for which David is responsible holds accreditation’s in many countries including Germany, Holland, Libya, Turkey, Kurdistan and Australia to mention but a few.
